I wasn't sure what the baby had around its eyes but it definitely looks Like kohl liner. Notice that the fawn was spared the indignity of having to have its eyes done, too. Of course this eye make up is a cultural thing of some kind . They probably think it's beautiful and look at the huge nose ring the one woman is wearing...I imagine it's harder if you chose not to go along with the customs.
