The plaque does not disavow ownership, which was intentional.
It is not a legal document.
The plaque is sentimental drama just as the proclamation at the Statue of Liberty.
Legally, they are meaningless.
Liberty's proclamation is not an immigrant Visa, and the Apollo 11 plaque is not a Deed transferring Title to anyone.

My satirical comment is a dig at the PRC for its ludicrous territorial claims in the South China Sea, which are much weaker than my tongue-in-cheek comment.
