Its largely a reaction to the possibility that ICBM's become obsolete due to missile-shield technology, and Russia not being able to keep up with submarine tech to protect their SLBM deterrent. Quite possibly this sort of tech is the cheapest option for maintaining a credible deterrent.

@ptah, yes the f35 is a bit behind but that's because it's the aircraft we are exporting to everyone else. The f22 however is unmatched and will remain so for years. Btw, all manned aircraft will be obsolete soon, replaced by swarms of stealth drones.
