The age of marriage in the United States varies by state, but is generally 18. There are, however, two exceptions - Nebraska (19) and Mississippi (21). If you can't get the parents to stop marry off their young girls to older mates, this is mostly economics for them, then you must start a campaign to appeal to the males egos and make the men look less masculine if their young brides quit school or have babies before they are 20. Most of these men already have children from a first wife, usually deceased, so the wait is no problem and would pad their egos. There are acceptable birth control practices that could help with this too. They are not the greatest, but would help.
